From http://www.entracte.co.uk/project/hamayoko-e52/:
Noise, music, voices, sound effects, electro-acoustic devices and eerie sounds… Japanese artiste Yôko Higashi has a wealth of ideas and musical associations, some of which are manifested in the credit list alone. Performers as diverse as Violent Onsen Geisha and Chris Corsano have inspired her compositions; Lionel Marchetti, the French electro-acoustic composer, supplied some feedback noise on one track, and helped Higashi do the final mastering. She is a very able performer and composer, but on first spin I can’t get much of a purchase on this meandering work.......A lot of things indeed: dramatic vocalisations amidst field recordings, a chain of samples that enhance the affecting qualities of the music, a sense of action-packed consecutiveness perceivable all the way through, a penchant for detecting when enough is enough, a gazillion sounds layered one upon another, absorbing collages that won’t necessarily secure nerve-shattering to the listener.

See you there.
Take the north exit of JR Koenji station and you'll see a large open area with taxis waiting, etc. Cross and go down the shopping street on the left heading away from the station. Keep going to the end, then turn left and Penguin House is in the basement of a building on the left.
