From the South exit of JR Koenji station, turn right and find the PAL shopping street. Go down this street until you finally get to a major road with McDonalds on the corner. Turn right and a bit further up you'll see a Lawson 100 shop on the left. Club Liner is in the basement of that building. It's a bit far from the station but there are lots of cool shops to look at on the way.
